The "skilled worker" "human in the loop" (who will NOT be a trained licensed teacher, but a lower paid contract worker) will be doing a lot of explaining and reminding and managing, ie, teaching. (Or maybe they plan to allow kids to just... fail.) They plan to rely on free resources that already exist (like Khan Academy) but rake in the full dollar amount that the state provides per student, without providing any teaching, supervision, or custom curriculum (all the things that cost money.)
