Most of the time people reject the idea to reduce the amount of parallel work, they do so because they are plagued with a lot of external dependencies that are unpredictable in a sense that nobody knows by when that external dependency will deliver anything.
So people just try to keep their options open.

Well, it's perhaps the other way 'round:
A team that has a stable flow of value, hence is predictable, naturally also has a high estimation accuracy.
Yet, it would be a waste of time to have such a team estimate.
Besides that: I'd rather invest money into improvement of said flow of value instead of the ability to accurately estimate - which is essentially waste in Lean terms.
