Don Trueten :antifa:Die Gefahren des unwissenschaftlichen Antisemitismus an Universitäten Indem sie sich auf die Analyse des Antisemitismus durch pro-israelische Organisationen stützen – anstatt die Wissenschaftler auf ihren eigenen Campus zu rekrutieren – ermöglichen die Task Forces für Antisemitismus an Universitäten den Angriff auf die akademische Freiheit. Fast ein Jahr, nachdem pro-palästinensische Lager die Rasenflächen der Campus im ganzen Land füllten, bleiben ihre Forderungen weitgehend unerfüllt. Keine der großen amerikanischen Universitäten hat ihre Beziehungen zum jüdischen Staat abgebrochen. Stattdessen haben viele Hochschulpräsidenten studentische Aktivisten <a href="https://www.nytimes.com/2024/11/25/us/university-crackdowns-protests-israel-hamas-war.html" rel="nofollow noopener noreferrer" target="_blank">eingeschränkt und bestraft</a>, in der Hoffnung, dass die Proteste die Campusse nicht wieder überrollen – und in diesem Zusammenhang Taskforces zur Untersuchung von Antisemitismus auf dem Campus eingerichtet. An mehreren führenden Universitäten – der<a href="https://president.columbia.edu/sites/default/files/content/Announcements/Report-2-Task-Force-on-Antisemitism.pdf" rel="nofollow noopener noreferrer" target="_blank"> Columbia University</a>, der <a href="https://antisemitism-action-plan.upenn.edu/sites/default/files/2024-05/University-Task-Force-on-Antisemitism-Report-with-Appendix_ada.pdf" rel="nofollow noopener noreferrer" target="_blank">University of Pennsylvania</a>, <a href="https://antisemitismreport.org/" rel="nofollow noopener noreferrer" target="_blank">der University of California, Los Angeles</a> (UCLA) und der <a href="https://uw-s3-cdn.s3.us-west-2.amazonaws.com/wp-content/uploads/sites/234/2024/10/15140059/Climate-Assessment-and-Reports-from-the-Antisemitism-and-Islamophobia-Task-Forces-at-the-University-of-Washington.pdf" rel="nofollow noopener noreferrer" target="_blank">University of Washington</a> – haben diese Ausschüsse nun ihre Berichte veröffentlicht. Theoretisch sind diese Untersuchungen eine gute Idee. In einer Zeit, in der der Antisemitismus neben anderen Formen der Intoleranz <a href="https://www.jta.org/2024/09/23/united-states/antisemitic-incidents-jumped-63-in-2023-according-to-fbi-data" rel="nofollow noopener noreferrer" target="_blank">offenbar zunimmt</a>, lohnt es sich zu fragen, wie sich jüdische Studenten fühlen und was getan werden kann, um sie zu schützen. Die Berichte dokumentieren echte Belästigungsvorfälle und sogar Gewalt: Beleidigungen, Hakenkreuze, tätliche Angriffe. Der Antisemitismusbericht der Columbia University <a href="https://president.columbia.edu/sites/default/files/content/Announcements/Report-2-Task-Force-on-Antisemitism.pdf" rel="nofollow noopener noreferrer" target="_blank">beschreibt, wie</a> jüdischen Studenten „Halsketten vom Hals gerissen und sie gegen Wände gedrückt wurden“ und wie sie „verfolgt, gestalkt und ethnischen Verunglimpfungen und hasserfüllten Äußerungen ausgesetzt wurden“. Universitäten sollten ihre Kultur und Verfahren überprüfen, um zu versuchen, solche Missbräuche zu verhindern. In den Berichten werden jedoch auch viele Äußerungen als antisemitisch eingestuft, die sich nicht per se gegen Juden richten, sondern lediglich die Legitimität Israels und des Zionismus in Frage stellen. Und diese Verquickung offenbart einen grundlegenden methodischen Fehler. Um die Beziehung zwischen Antisemitismus und propalästinensischem Aktivismus zu verstehen, muss man nicht nur die Erfahrungen jüdischer Studenten verstehen, die sich durch diesen Aktivismus bedroht fühlen, sondern auch die Erfahrungen von Palästinensern – eine Erfahrung, die die Art und Weise prägt, wie propalästinensische Aktivisten aller Herkunft, auch jüdischer Herkunft, über den jüdischen Staat sprechen. Die Berichte unternehmen keine derartigen Anstrengungen. Es handelt sich um zutiefst unwissenschaftliche Dokumente. Wenn man sie liest, könnte man meinen, dass Amerikas führende Experten für die Beziehung zwischen Zionismus, palästinensischem Nationalismus und Judenhass nicht an Universitäten wie Columbia, Penn, UCLA und der University of Washington sitzen, sondern bei pro-israelischen Interessengruppen wie der Anti-Defamation League (ADL). Und indem sie die Analyse des Antisemitismus dieser Organisationen der Analyse tatsächlicher Wissenschaftler vorziehen, tragen die Task Forces dazu bei, die Unterdrückung zu ermöglichen, die sich das amerikanisch-jüdische Establishment wünscht. Die Berichte gehen von der Annahme aus, dass man keine Kenntnisse über Gaza oder Israel-Palästina im Allgemeinen besitzen muss, um festzustellen, ob die Proteste im Gazastreifen im vergangenen Jahr antisemitisch waren. Auf 32 Seiten wird das Wort „Gaza“ in Penns Bericht kein einziges Mal erwähnt. (Das Wort kommt nur einmal vor, in einem Anhang, der die <a href="https://jerusalemdeclaration.org/" rel="nofollow noopener noreferrer" target="_blank">Jerusalemer Erklärung zum Antisemitismus</a> wiedergibt). In den <a href="https://www.columbia.edu/content/sites/default/files/content/about/Task%20Force%20on%20Antisemitism/Report_1_Columbia_University's_Rules_on_Demonstrations_March_04_2024.pdf" rel="nofollow noopener noreferrer" target="_blank">beiden</a> <a href="https://president.columbia.edu/sites/default/files/content/Announcements/Report-2-Task-Force-on-Antisemitism.pdf" rel="nofollow noopener noreferrer" target="_blank">Berichten</a> der Columbia University, die insgesamt 100 Seiten umfassen – ohne Anhänge –, wird Gaza nur zweimal erwähnt. Im ersten wird „der tragische Verlust von Menschenleben unter der Zivilbevölkerung in Gaza“ erwähnt, im zweiten wird „die humanitäre Tragödie in Gaza“ erwähnt. In keinem der beiden wird anerkannt, dass diese Tragödie vom Staat Israel verursacht wurde oder dass Studenten vernünftigerweise auf die Handlungen Israels reagieren könnten, indem sie die Ideologie, die den Staat leitet, in Frage stellen. Hinter dieser Auslassung verbirgt sich ein weiteres Problem: Keiner der Arbeitsgruppen gehören die führenden Wissenschaftler für Palästina, Israel oder Antisemitismus an den eigenen Universitäten der Universität an. Die Arbeitsgruppe der Columbia wurde von einem <a href="https://www.law.columbia.edu/faculty/david-m-schizer" rel="nofollow noopener noreferrer" target="_blank">Steueranwalt</a>, <a href="https://www.sipa.columbia.edu/communities-connections/faculty/ester-r-fuchs" rel="nofollow noopener noreferrer" target="_blank">einem Experten für New York City</a> und einem <a href="https://journalism.columbia.edu/faculty/nicholas-lemann" rel="nofollow noopener noreferrer" target="_blank">renommierten Journalisten</a>, der sich auf Politik, Wirtschaft und Gesellschaft in den Vereinigten Staaten spezialisiert hat, gemeinsam geleitet. Ihr gehörten <a href="https://religion.columbia.edu/content/clemence-boulouque" rel="nofollow noopener noreferrer" target="_blank">mehrere</a> <a href="https://germanic.columbia.edu/people/faculty/jeremy-dauber" rel="nofollow noopener noreferrer" target="_blank">angesehene</a> <a href="https://history.columbia.edu/person/kobrin-rebecca-a/" rel="nofollow noopener noreferrer" target="_blank">jüdische Gelehrte</a> an, von denen sich keiner auf Israel-Palästina spezialisiert hat. Aber es fehlten der emeritierte Professor <a href="https://history.columbia.edu/person/khalidi-rashid/" rel="nofollow noopener noreferrer" target="_blank">Rashid Khalidi</a>, Amerikas führender Historiker des palästinensischen Volkes, <a href="https://history.columbia.edu/person/mazower-mark/" rel="nofollow noopener noreferrer" target="_blank">Mark Mazower</a>, der diesen Herbst ein Buch mit dem Titel <a href="https://www.penguinrandomhouse.com/books/768066/on-antisemitism-by-mark-mazower/" rel="nofollow noopener noreferrer" target="_blank">„On Antisemitism</a>“ veröffentlicht, <a href="https://history.columbia.edu/person/michael-stanislawski/" rel="nofollow noopener noreferrer" target="_blank">Michael Stanislawski</a>, Autor einer einflussreichen <a href="https://www.ucpress.edu/books/zionism-and-the-fin-de-siecle/paper" rel="nofollow noopener noreferrer" target="_blank">Geschichte des zionistischen Denkens</a>, oder <a href="https://www.yinoncohen.com/" rel="nofollow noopener noreferrer" target="_blank">Yinon Cohen</a>, der den Lehrstuhl für Israelstudien an der Universität innehat und ausführlich über die Soziologie der israelischen Juden geschrieben hat. Dasselbe Muster wiederholt sich auch anderswo. Der <a href="https://antisemitism-action-plan.upenn.edu/task-force" rel="nofollow noopener noreferrer" target="_blank">Vorsitzende</a> der Task Force der Universität Pennsylvania war der <a href="https://www.dental.upenn.edu/faculty/mark-s-wolff/" rel="nofollow noopener noreferrer" target="_blank">Dekan der zahnmedizinischen Fakultät</a>. Dem Ausschuss gehörten mehrere <a href="https://live-sas-www-history.pantheon.sas.upenn.edu/people/joshua-teplitsky" rel="nofollow noopener noreferrer" target="_blank">jüdische</a> <a href="https://rels.sas.upenn.edu/people/weitzman" rel="nofollow noopener noreferrer" target="_blank">Studien-</a><a href="https://live-sas-www-history.pantheon.sas.upenn.edu/people/faculty/beth-s-wenger" rel="nofollow noopener noreferrer" target="_blank">professoren</a> an, aber keiner von ihnen beschäftigt sich hauptsächlich mit Israel-Palästina. Nicht dabei war <a href="https://live-sas-www-polisci.pantheon.sas.upenn.edu/people/standing-faculty/ian-lustick" rel="nofollow noopener noreferrer" target="_blank">Ian Lustick</a> von der Universität Pennsylvania, einer der bekanntesten amerikanischen Politikwissenschaftler, der sich mit der Region befasst und in den letzten 50 Jahren Dutzende, wenn nicht Hunderte von Büchern und Artikeln über Israel und Palästina veröffentlicht hat. Als Leiter der Task Force ernannte die UCLA einen <a href="https://www.anderson.ucla.edu/faculty-and-research/finance/faculty/gabriel" rel="nofollow noopener noreferrer" target="_blank">Spezialisten</a> für Immobilienfinanzierung. Dem Ausschuss gehörte kein einziger Wissenschaftler an, der sich hauptsächlich mit Israel-Palästina befasst, obwohl die UCLA <a href="https://www.international.ucla.edu/israel/person/2520" rel="nofollow noopener noreferrer" target="_blank">Dov Waxman</a> beschäftigt, einen Professor für Israelstudien, der <a href="https://www.tandfonline.com/eprint/DFKH3QAMUJYVSX3FAJBG/full?target=10.1080/01419870.2021.1960407" rel="nofollow noopener noreferrer" target="_blank">wissenschaftliche Artikel</a> über die Beziehung zwischen Israel-Palästina und Antisemitismus veröffentlicht hat, sowie <a href="https://history.ucla.edu/person/david-myers/" rel="nofollow noopener noreferrer" target="_blank">David Myers</a>, einen der führenden Historiker des Zionismus in Amerika, und <a href="https://english.ucla.edu/people-faculty/makdisi-saree/" rel="nofollow noopener noreferrer" target="_blank">Saree Makdisi</a>, einen Experten für Kolonialismus und die palästinensische Erfahrung. In almost three years, the unit has prosecuted 16 cases involving 18 defendants, two of whom are women.Ten perpetrators have so far been sentenced, with punishments ranging from 30 days to 3.5 years in prison. A further three people have pleaded guilty, and five have been charged and are awaiting plea deals or trials.One of the striking features of the taskforce is the relatively few cases it has prosecuted compared with the mountain of hostile communications that has been dumped on the election community in the Trump era. In its early stages, the unit invited election offices around the country to forward all the offensive material to its Washington headquarters and was inundated with thousands of obscene, abusive and hostile messages.But when it pored over the reports it found that up to 95% of them failed to meet the threshold for conducting even a criminal investigation, let alone prosecution. That standard was set by the US supreme court in the 2003 ruling 💥Virginia v Black, 💥which weighed the need to shield public servants from criminal threats of violence against the robust protections for political speech under the first amendment of the US constitution.The court’s conclusion was that for a communication to be a crime it has to be a “<a href="https://c.im/tags/true" class="mention hashtag" rel="nofollow noopener noreferrer" target="_blank">#true</a> <a href="https://c.im/tags/threat" class="mention hashtag" rel="nofollow noopener noreferrer" target="_blank">#threat</a>”. The justices defined that as a “serious expression of an intent to commit an act of unlawful violence”.Most of the messages reviewed by the taskforce were distressing and inappropriate, certainly, but in its analysis fell short of that criminal bar. They were indirect rather than direct, implicit rather than explicit, ambiguous and aspirational rather than an active statement of intent to carry out illegal violence.“The difference between what is criminally actionable, and what feels like a threat to an election administrator on the ground, is an inherent problem in this space.
