Question:
Can a person on instance X issue reports on instance Y about a person on instance Y?
It appears that @wilw is being driven off that instance because the admins are getting too many reports every day.
Would he be "safe" from the dogpiling on a smaller instance?
@ColinTheMathmo @wilw I think so. I tried reporting you to see what options it gave me and I have no idea who it went to. But you should be able to see it if it went to mathstodon.xyz, right?

Yes, either way that can be an issue since any user could sign up for an account. I'm assuming that's what people did on mastodon.cloud then?
I guess you would block someone unless they are on your instance and breaking the rules, or you think they should get an instance-wide block, and for that the report button exists.
@ColinTheMathmo From what I've seen of the Mastodon report interface, it's primarily directed at the admin of one's own instance but includes an option to forward the report anonymously to the admin of the remote instance where the subject of the report resides.
